In the year 1948, an ad hoc committee was appointed to consider the issue of the merger of police services in India. The committee recommended the merger of the Special Police Establishment, the Railway Protection Force, the Prisons Department, the Contingent Service and the Indian Frontier Constabulary. These were initially put under the administrative control of the Home ministry. However, in the year 1950, these were transferred to the Home Affairs ministry. Over the years, there have been five IPS reforms – each with a change in the hierarchical structure. First, the IPS was divided into two autonomous wings – the IPS Branch and the IPS Service. Second, after the reorganisation in 1965, the IPS was divided into four sections – Infantry, General Duty, Medical, and Commercial.
